bugs in my sump not moving!

Ok, so I have a mandarin and in my old tank he found all the little trigger pods in no time! every 0 seconds he was picking at something! In my new tank I have seeded/poured in 1.5 bottles of trigger pods (appx 2000) and a .5 bottle in the refrugiam. Plus I added the old HOB filter sponge from old tank. and a few rocks in the tank..
The refrugiam is about 1 week old with rubble and cheto and copepod's, amphipods (500)plus!
and trigger pods and who know what else!
The water seems still and stinks! YET, it is moving into the return pump section I can feel the low coming into the tank so it is flowing.. I had sponge in the small skinny separation walls of the sump and I have since removed a section that goes into the return pump section and now I tice more partials in my tank but not necessarily bugs. I'm still not sure if the pods are even in the tank since I keep watching the manderin on the hunt but get nothing...What do I do to get & keep pods in the tank?
 
Trigger pods are a cold water species, I do not think that they can reproduce in our reef tank. Mandarins can eat all the pods in the tank pretty fast that is why they are usually recommend for mature tanks. You need to get Tisbe pods, I usually use algan, I would pour a couple bags in the sump to get them reproducing. The idea being they will reproduce in the sump where the mandarin cannot eat them all, and as they breed they will go through the return pump. I have used cyclops from SF brand or Rotifers from hikari to feed mandarins,and or live brine. Good luck
