Built in Sump Filtration Help

Hi, I have a 96liter Ocean Free Nano Aquarium. This tank has a built-in sump in the back.

Since I got it the water level doesn't rise to the top of the filter cartridges and thus does not circulate properly. It has 7 stages:
Protein Skimmer, Carbon and Sponge, Sponge and Carbon, Ceramic and Sponge,
Sponge and Ceramic, Ceramic and Cotten Cloth and Return Pump. If you look up Nano-Marine-5-Component-02-1024x1024.png then you can see how it works.

But the water level seems to settle in the bottom half of the sump and uses the "pump well fill holes" in the bottom to move and doesn't move up and down the filtering sections.

I know this may be a little confusing - I don't know how to word it. Please ask questions.

I’m assuming the display is at the correct level,
What happens when you fill the back all the way up ?
 
When I fill the back part up (during a water change) it will run into the display tank (which is at a normal hight) eventually it will fill up but after 3 days it will have transfer into the display tank.
Nothing ever overflows.
The pumps are never on during a water change.

What happens if you keep filling it?


What I’m saying is, the display should have a set level in the display , so should the sump.

If you keep filling , the display should not go over the max level, neither should the sump , unless you fill it way to much of course.

Have you removed the duck bill? I found when I removed mine the return pump section didn’t fill until I put it back on
 
Are you running an ato? Normal evaporation will keep the water lever low in the filter area. I have a fluval evo aio and they, like all aio tanks, will always keep the display area at the same level and the evaporation will be seen in the filter.
