bulb selection

Hello all, I have a question that could use opinions. 1st, heres my frag build set up. Its a 20L frag tank im using to sell coral for club activity funds.
two bags carribsea substrate
sump is a cpr cy192 CPR AQUATIC, INC - Cyclone Bio-Filters
return is a mag7 and split as I use it for circulation as well
no circulation pumps, using the mag but this might change or I might get a larger quiet one
brs carbon reactor, using 30tsp marineland premium carbon, MJ1200
brs biopellet reactor using mj1200 and one cup of biopellets
I upgraded the skimmer pump in the sump to a rio with a needlewheel impeller
100w heater
4 LET Lighting Miro 4 24 inch reflectors for T5
one ice cap 660 ballast
waterproof endcaps
one 24 inch DIY all blue/royal blue LEDs 3w cree xp/xt series with appropriate ballast with 12 total LEDs from rapidled.com
I plan on using ATI bulbs or UVL bulbs only as they are made to handle being overdriven, and a 24w bulb going up to 39w according to Ice Cap is gonna create some heat. They say there is a cool spot on T5s at the end by the prongs and that I should put a fan there. I have nice computer fans with dim blue leds that id love to use but am not sure how to power them as they are two pronged and plug into my motherboard. Any suggestions? Also I want max growth so im going with two aquablue specials and 2 UV aquasuns, and the blue leds should be blue enough to balance out a 12-14k look but also to color up the corals. Are the bulbs im using the same that you would use? Give me some suggestions please. Any changes you would do or delete?? Thanks, also there is no fish just snails in the tank
