So I installed my bulkheads on the tank, got em all snug by hand. I poured some RO into the overflow avoiding the actual drain pipes. I'm checking for leaks and everything looks good. But I noticed that they are leaking on the inside of the drain pipes - this makes me think the seals near the actual drains are just dripping down, I assume this is ok? Absolutely dry on the supposed-to-be-dry side underneath the tank.

Yup, definitely okay :) just keep in mind this overflow section will slowly drain into your sump with the return pump shut off. If this is an issue you can add some reef safe silicone into the bulk head and push the drain pipes in afterwards. This will seal the gaps between the downflow pipes and the bulkheads but it wont be permanent so you can remove them down the road if you need to.
