Bulkhead leaking NEED HELP

So I just moved my tank across town to my new place. Get to my place add water and I have a leak on my bulkhead. The leak is a drip about every 3 seconds. I have no idea why. Please help.
 
Is it a slip or threaded bulkhead? Is the leak coming from where the PVC is connected to the bulkhead or where the bulkhead is touching the tank?
 
I removed for the move because it is drilled on the base of the tabk. I have it as tight as I can get it.
 
Well I, myself, would not repair a gasket on a bulkhead I would replace it. Lowes or Home Depot might have one but I would get one made for that bulkhead. I have just looked and Bulk Reef Supply have replacement gaskets for just a couple of $'s
