Bullying or Infection?

My fish are now in observation after copper. Only the misbar clown has this white stuff on him and no other fish are showing any symptoms of any kind. He is the submissive clown, so he does get bullied, but not to the point where there is nipped skin or fins. my gramma has been bullying lately but she usually only bullies the goby. He’s also been hiding today when he’s normally out with his mate. I suspect a lovers quarrel but I just want to make sure it’s not brooklynella or something. Please take a look and give feedback. Thanks
 
Looking at it now...I’m wondering if it could be scarred skin from ich detaching.... it doesn’t look like specks of salt. It’s more fuzzy and pokes upward like spikes. I haven’t seen any flashing though. Should I wait it out before starting copper again?
 
How long did you treat with copper, and what brand did you use and at what concentration?

From the video, I'm seeing a fish that is being bullied - pretty common with clowns, they can be real stinkers!

I used cupramine. Been a month. I’ve tied to keep at 5 pm but went as low as 4.3 I believe. Hard to be sure. That Hanna checker kept giving me different results so eventually I just went by the drops and prayed.

Just checking - you mean 0.50 ppm for 30 days? That is good for most protozoan issues. I think you should isolate that clown so you know it isn't being bullied and then see how it does.
