CA Marine aquaria collectors permit

Hello,
I’m thinking about making a cold water Northern California aquarium. I am trying to get a marine aquaria collectors permit and was wondering if any one knows the best way to obtain one. I am drysuit diving certified so collection will not be a problem. I was also wondering if anyone would be interested In some of the things I collect as I have found it hard to find cold water marine sellers.
