I get precipitation on the quartz sleeves in my UV all the time. It may well happen more quickly at elevated mineral levels, but has nothing to do with overdosing and will occur at recommended levels as well. I'm not sure of the exact chemical reaction, but perhaps some kind of interaction between the mineral ions and the UV. Randy HF would probably know. That's why it's important to regularly inspect and clean the sleeve. The precipitate comes off quite easily, especially if you use a dilute vinegar solution.
