Yes it seems if you pay below $120 for a regulator you have some work in the fine tuning of the c02. I know a few guys that mod old or regular regulators that are easy to fine tune
 
Thought the same things just thought I'd throw those pennies into the pot showing the different setting and needs on maintaining a reactor and i am going through a similar situation right now but I have to get the reactor and gear first.
 
Depends on who you ask I've used a GEO which are really good but now use a AquaMaxx S2 which is better.
 
I use a MRC CR-4 dual chamber unit and have also used other popular single chamber units in the past and I personally find that dual chamber reactors are easier to set up and remain more consistent for me as far as the drip rates. This is just my opinion though and as long as it maintains the level in the tank with only minor tweaks here and there I am a happy camper! :)
