For future reference the valve on the CO2 cylinder should be opened completely, the way those valves work they need to be opened completely to prevent the valve seals from going bad. If you only open it partway you increase the risk of getting a leak in the valve sometime in the future.

Probably. But the question is will you trust it after you fix it.

Well I reached out to Aquarium Plants and if they can I will send it in. If I try won't ever work again.
