I'd start by calibrating the pH probe.
You're going to have to get the pH in the reactor down to somewhere between 6.5 and 6.7 to dissolve the media and 3 bubbles per minute isn't going to be nearly enough. I have mine set at 25 BPM and my drip rate is about 20 ml per minute, I've never counted the drops but I'm sure it's more than 44. This keeps the pH in my reactor at 6.6, my ALK at 8.2 and my CAL at 450.
You're also going to want to check your ALK and CAL levels before you start dialing in the reactor. It might take a lot of tweaking to get the pH where you want it, don't try adjusting the BPM and the drip rate at the same time. I'd suggest setting the drip rate to around 20 ml per minute and leaving it alone, then adjust the BPM until you get the pH to around 6.6. You'll have to keep an eye on the pH because when you make any adjustments the pH will slowly rise or drop until it finally stabilizes. Once you get the BPM and drip rate adjusted so the pH in the reactor is stable at around 6.6, leave it overnight and test your ALK and CAL the next day. If they're too low, raise both your BPM and drip rate SLIGHTLY, make sure the pH stays at around 6.6. If they're too high, lower your BPM and drip rate slightly. Test again the next day and adjust again if necessary.
