Camel Cowfish bobbing?

Hey all,

I'm gonna make this short, my Camel Cowfish has seems to become very lethargic, his fins are moving and so are his eyes but they don't seem to be doing anything. He is being carried by the current and makes no attempt to free himself from the intake of my HOB. So I built him a in tank recovery spot for him to heal. Now he sits there, tail up, head down and just moving his fins and eyes. I was wondering what exactly is making him like this and what can be done to fix this.

*The Tank is a 10 gallon and it DOES have a Marineland Bio Wheel (removed bio wheel) 200 for filtration and water movement but he used to be just fine around it, in fact he used to hover around it and suck up food stuck to the intake so I don't know if it could possibly be that but I would be willing to downgrade the filter just for him.*

*He used to live with a baby Emperor Angelfish but I sold him 2 weeks ago so he could not have been hurt physically*

*The Water Quality is at 0ppm Ammonia, 0ppm Nitrate and PH 7.8 and Nitrite 0ppm

Is he a new fish or have you had him awhile? Any new additions to the tank recently?? Even corals, inverts, etc.

I've had him since February. I added a cuc a few days ago. They don't even notice each other.

Not saying this is what's happening here, but corals/inverts can carry the tomont stage (parasite eggs) of ich, velvet and other diseases. These tomonts release free swimmers which seek out fish to infect, oftentimes invading the gills first. Just a possibility to consider...
