Can a durso standpipe be completely submerged in the overflow box?

Saw a picture of one that way and wondered if it can function totally underwater?

i dont see why not but very hard to do. once its fully submerged, itll act more like a siphon so if you can get as much water to pump up as it is going down then it should be ok but even if its off by 1 gph itll either level out or overflow eventually
