These balls started growin a month ago. I did a water change and had dosed chemiclean. I’ve siphoned them out and they persist to come back. I thought if it was algae my tangs would eat it but nope.

Agree on pics under white intensity as preliminarily, this appears to be wire algae which tangs and most algae eaters will not touch.
In the process of getting better pics, what is your phosphate and nitrate level and is your tank at or near a window?
