Can anyone ID this Algae?

Not exactly sure what it is. It's almost clear looking.

Is your tank new? Did you cycle your tank? Looks like bacteria on the rocks that hasn’t had a chance to cycle yet. It’ll start dwindling down but try to increase flow over the area a little
 
Tank has been running almost a year. I did have a power outage that started a mini cycle around the same time as this algae started showing up and I also had just started dosing with nopox.
 
Yes, I would stop dosing NPX until that resolves. Then perhaps restart at a lower dose, if still needed.
Blow it off the rocks and catch it in filter socks, then clean the socks.
Also make sure that you are skimming effectively and wet any time you're carbon dosing.
Carbon dosing doesn't work to lower nitrates if you're not removing the bacteria with aggressive skimming.
