Once a fish goes on its side like that it is very difficult to turn them around. Tough to say if the tang caused the initial issue, or if the angel has flukes (the skin looks pretty blotchy). Normally, I'd suggest trying a 5 minutes FW dip, but in this condition, the fish likely wouldn't survive. If the fish does die, and you get to it while still fresh, give it a FW dip to look for flukes - that is important to know in regards to treating the other fish in your tank. Look for tiny seed-like things that fall off the fish during the dip.
