At the beach in cap cod and a few things I've come across can anyone ID this stuff for me?

The first is some kind if macroalgae or seaweed and the guys living on it appear to be some kind of gammarus but let me check my field guide to sea shore creatures fir you
 
Seems to be a baltic isopod
