my sps are thriving rn but i have some pretty bad cyano on the sandbed. But i was going to use chemiclean a month ago but they are happy so i thought to myself not to mess with it. Can chemiclean cause phosphate to leach from the dead cyano?

What do you mean by leech? It does not create P out of nowhere. If you kill it, it will release whatever it uptook when it formed the mat... I imagine that some P is involved.

It is easy enough to suck it out and export it.
