quick question, could i cycle my tank by placing a shrimp in my HOB filter? seeing as the water flows threw there, so after the cycle is finished i don't have any detritus left over in my tank, most of it will be in HOB

Why not use ammonium chloride instead? Then you won't have anything to worry about messing your tank.
Its a lot faster and easier to dose your tank to the proper ammonia level than using a decaying shrimp.

you wont believe me, but in my country i cannot find any liquid ammonia in LFS or any online saltwater store (4 in total in my country), and shipping from another country is over my price range.

The liquid ammonia is definitely recommended, but you will be just fine putting a piece of shrimp in your tank. As far as where to put the shrimp I’m sure it’s okay in your filter but why not just put it in your tank, especially if you have sand. I may be wrong but I’d assume it would be better to have the shrimp rolling around your tank a bit.
