The moment anything makes the electricity get closer to the water is when you should exercise some extreme caution. A lot of our hobby revolves around keeping those two as separate as possible.

A powerhead in that style is relatively cheap on amazon. Often 10 to 30 dollars. Likely as inexpensive as the cost of a repair would be.
 
Didnt tunze have problems with their cables at one time? This might be from that batch, if so they would replace it.
 
I would get a new one. With that said, I found some liquid electrical tape. It's brush-on type. I've used it several times now on connections and other stuff as extra protection from salt creep, water, etc... It works pretty good. It would be a good experiment to see how it would work with this after you got a new one... Clean the wires with denatured alcohol, and brush the stuff on, let dry, do several layers.
 
As mentioned above, cheaper to replace than repair. But. If you just are adamant to repair it yourself, clean and dry it well then try "self fusing waterproof tape".
