Can I move stuff

Is it ok to move live rock once your tank is already been up and running for a while I'm just not happy with the lay out any more
And I have heard that you can have die off and hurt the tank is this true

I've done it many times. In fact, moving rock work is one way to lessen aggression of territorial fish when adding a new fish.

How long has your tank been set up? Do you have a sandbed? I would be careful with stirring up detritus. This being said I have done it several times, before I did a water change. I never had any issues. I always kept the rocks submerged.

I have a shallow sand bed and the tank is about 7 months old

You should be fine as I do it once in a while. Have a siphon in one hand and you it as an opportunity to take out some detritus, at least I do.
