Can I replace black box ballasts W meanwell?

As the title states...

Can I take the junk ballasts out of the black box and replace them with meanwell drivers?

I can rewire the leds if need be.

They are the stock 3w epistle leds.

For example I can rewire 15 epistars to a 48d meanwell driver.

For those that have searched for this exact question... I talked to rapid led today at length and they explained to me exactly what I needed and we went over the logistics of electricity and such. Great source of info those guys are.
