Never use antibiotics in a display tank. It not only kills off pathogenic bacteria, it also kills off the good ones that provide your bio-filter.
Yes, antibiotics can be used in a QT with low salinity.

Yes, you can use antibiotics in a hypo salinity tank, but you will want to watch ammonia for a week or so to be sure it doesn't spike.
