Can I use dried Live Sand?

I need to top off my sandbed in my DT and I have some leftover live sand (bought it as wet sand in a bag). The live sand has been sitting in the open bag for about 8 months and is now dry. Can I use this to top off my sandbed? Not sure if the critters that died could cause issues.

If I add sand to an existing tank, I wait till I am doing a water change and use the water I removed to rinse the sand.

I hate wasting RODI water on that, but you can use either.
