Can light make the water look cloudy?

I am trying to figure out why my water looks a bit cloudy.

I do see stuffs floating, so I am sure it's bacteria bloom..Did a water change the last two weekends (I normally do it once a month).
I find it strange that my sump is crystal clear, DT is cloudy with lights on and appears clear at night with the moonlights on. I am wondering if my lights are making it look cloudy?

Parameters are all normal. I don't have the numbers off hand since I am at work.
Vibrant isn't clearing it up either.

I removed my carbon last night, thinking it may be causing it too.

ideas?
 
75 gallon with a 30 gal sump.
Been up for just over a year now. Been cloudy for a few weeks.

Side note, one of 5 BTA isn't doing too good, it's all stringy. the other 4 looks great. They are all in the same area so I don't think lighting is an issue for it
