Can Live Sand Cycle my Tank?

Gonna be starting up a 40G, if I use dry rock along with Carib Sea Special Grade can that sand alone cycle my tank, along with some microbacter7 and ghost feeding frozen mysis shrimp?

Yes, the tank will cycle. It will take some time for the rock to get colonized with bacteria, so add bioload slowly.

I will be doing mostly soft corals and the easy corals. I will only have clean up crew with snails and only a single clown fish with cleaner shrimp etc

Corals don't cause much bioload. The other small critters should be fine. Just check ammonia before you add each new creature.
