Can someone explain this fish?

Obviously not my picture, but I'm confused as to how it got this color? Just an anomaly? Also, I'm seeing people comment that it will eventually change to have normal coloration, is that true/observed?
I have no interest in purchasing the fish, just curious :)

It is a genetic aberration. In some cases it stays the same, in some cases the fish grows into a more typical color and pattern, and in other cases it darkens.
 
A little higher than a comparably sized hippo tang, but because there is no certanty it will maintain that color/pattern it shouldn't be listed too high.
 
I saw one last week that same color. I saw it again today and it is totally normal blue like it is supposed to look.
 
One of my LFS back in the day had one like this. It was in a tank full euphyllias. I was always curious if it was getting a light sting from them and there was more then just 1 hippo tang in the tank with similar coloration.
