So I originally thought this was gha but it’s not green it’s brown. Not sure what I am battling and I’m looking for some insight before I start treating.

Yep, GHA no doubt.

Manual removal and light control your best option.

Tell us about how you skim, feed, size tank and fish population
 
Here is my skim after 4 days

As far as bioload there are only a handful of snails and hermits plus 2 cleaner shrimp all my fish are in qt due to an ich outbreak so the tank will be fallow for another 70 days so I won’t be feeding much at all.

That's quite a skim after 4 days with no fish.
I think your GHA might be dying off as why the black skim.
If your tank stays fallow make sure you will feed your corals but more important your bacteria.
Any idea where your nutrients levels are?

I plan on feeding reef roids 3-4 times per week to feed the corals and bacteria plus I’ll feed the shrimp everyday. As far as nutrients I tested yesterday and nitrates were undetectable and phosphate was .006 (ulr Hanna) so I’m assuming the gha is consuming the nutrients

Correct, GHA is doing its work.
Try oyster feast, I had always good luck with that in my fragtank if I had to battle GHA.
What size tank we talking?

It’s a Red Sea reefer 250 which is around 55 ish gallons after rock and equipment. (65 gallons empty)

Don't feed to much, maybe twice a week.
Your shrimp will be fine for once a week a tiny little LRS.
