Can tangs regrow pectoral fins?

Long story short is some how my healthy tang got stuck to the filter. The filter isn’t over powerful or something and he was even swimming by it with his missing fin.

Can a tang specifically a Tomini tang COMPLETELY regrow his fin from the base? It not like a chunk of his fish I gone. His whole fin is gone.

Also I made another tread on this but not the same question. People were ask how he got stuck to the filter and if you were wondering it was probably because he likes to sleep behind thing and went behind the filter. There are endless possibilities of what could’ve happen but that would be my best guess.
 
I'm not a scientist but the way I personally understand it is a fin is made up of cartilage and the "flesh-webbing"

Cartilage doesn't not grow back

But the "flesh-webbing" does grow back if cartilage is there to support it.

If the cartilage part of the fin is gone.... well you have a one of a kind fish swimming in circles
