Do you have a turkey baster or something similar to lightly blow off this section and see if it's decaying tissue?

That looks like cyanobacteria

This is my hammer. This is a healthy colony. See the flesh come down?
When stressed or the waters not right, they start to lose that flesh and if it recedes all the way up to the head where a crowns, the head can detach. And that is not good.

If you look at the very bottom head next to the purple Tang's tail, you can see that head the flesh has been receding. This is because it's at the bottom of the colony and not getting much light.

You can easily turn this around by having pristine water a nice medium flow and Light. Keep it healthy and the receding will stop and polyp will grow with the flesh.

He said it's hard and doesn't blow away with a baster.
Update the one side still has no soft tissue and almost looks like the Skelton has grown but the the base where a head was cut off it has grown over with this soft pourous orange stuff any idea what it is? Hammer has been doing fine and has even split twice since but not sure what this is

Okay good to no thanks! Wish I could say my tank is super healthy but lost a fish recently to Brook or some very aggressive ich, I'm treating with Rally and Polylab Medic all other fish seem fine and corals are doing good.
