Over a small tank it should be OK. With 30 watts it should penetrate 20" of water OK. Well, IMHO anyway.

I had that light corals did ok but urgraded a little to the Chinese blackbox still under $100 and corals took off

Yup, the nem needs intense reef style lighting, it’s virtually impossible to provide too much, but deadly if not enough. I would ballpark the wattage needed to about 150-200 watts per 24” cube.
Nems are very hard to keep in less than 20g
