Can you test for nitrifying bacteria levels?

While I've received a lot of answers regarding the issues with my setup, they've only lead to more questions.

Is it possible to check for proper bacteria levels? I imagine a good level will vary from tank to tank based on size and inhabitants.
 
Interesting articles; thank you for providing the links.

Testing for bacteria, in my opinion, while important is expensive and complex. I'm thinking cultures on a growing medium to observe good/bad bacteria ratios might be of some help. I'm not sure and would have to think about it.
