Was given this frag by a friend, want to make sure is the brown stuff on the plug seem harmful or is it just dirty? If so how do I clean it up. Appreciate the tips

It’s likely just algae. Typically I replace the plugs that come with new frags. A lot of pests (including algae) like to stick to them even through dips.

I would take a toothbrush dip it in peroxide and do a light scrubbing around the plug.
