Cannot beat diatoms

Hey all. Tank is around 8 months old. I've been battling these diatoms for a while now. I've removed manually and it just comes right back. Any suggestions?

Nitrate - 6.7
Phos - .02
Salinity - 1.024
Temp - 78

Yep, dinoflagellates. I'm not an expert on getting rid of them. Had them a couple times, but still don't know why they cleared up when they did.
