Cant figure out these soft corals need help

I have had my tank going for 1.5 years. It looks decent but it's not at its full potential. Some of my soft coral are not extending at all and some only 50% of the time. On the other hand my lps look great and a few soft coral and my bubble tip anenome look amazing and are growing. I have 2 Red Sea 90 LED lights at about 60% on 11 hrs ( 1 hr ramp up and 1 hr ramp down). Medium flow ( 2 mp10s @ 45% reefcrest) also 2 return pumps. I included my test results from ATI labs. What am I missing everyone says how easy soft coral are. I can't figure out what I'm doing wrong. I know soft coral go through stages were they rid there membrane but this is in a constant stage of that.

Are you feeding alot? your phosphates are kind of on the low end for softies. not sure how tin affects corals but the test says right at the top that you have elevated tin, 23.67ug/l vs .49ug/l about 48 times higher than average. look for corroding magnets, any bare metal that's in contact with the water.

I agree with the previous poster. First step figure out where the Tin is coming from.

can you tell us how big your tank is?
How often do you do water changes?
What corals specifically your having issues with?
FTS so we can see what your working with.
Do grow macro algae in a sump?
Do you feed your corals?
What’s you fish stocking list like?
How often do you feed these fish?

what’s your testing schedule like?
Do you use RODI water?
