Can't tell if Jaeger is working

Just recently installed an Eheim Jaeger on my first system and I am wondering if it is supposed to be hot to the touch. The light comes on but the heater doesn't feel hot or even warm. Is this supposed to happen?
 
Measure water temp in a tall glass with cold water. Add heater. See if temp goes up over time
 
The Jaeger should not be hot to the touch if it is in water. One of the reasons lots of folk like Jaegers is that they are more efficient than a lot of other heaters and a big part of that is how well they transfer heat from the element, through the glass to the water.

If you stick a Jaeger in very cold water you would be able to feel it as it heats up the water, but once your tank is near the set temperature you would not notice it being very warm at all.
