Carbon Reactor Sandwich

What is the best way to “sandwich” carbon in a reactor so that it doesn’t tumble? Does the foam usually hold it in place or can you actually adjust the dispersion place height on most of them?

Typically you use the foam to keep it in place or fill it up entirely.
