Cardinal fish with Popeye - is quarantine the only answer?

I have a cardinal that has "Popeye." I've read in other threads that the common advice is to quarantine and dose antibacterials. Is that the only treatment avenue? I don't have a QT and it would be quite an undertaking to set one up.

My Lyertail Anthia had an awful bulging eye. I'm guessing it was an injury. I considered QT but decided to let him be because the stress of catching him would have probably made it worse. It took a good three weeks but he healed and he's fine now.
