I wanna try and get a mated of banggai's they will be going in my 29 until I find a 40g breeder tank.. How many should I get 3 or 4? Or just go with 2 and hope they are male and female?

3-4 is best - one will pinch hit while the other is brooding too if you have more than one male

I hear they are really hard to sex.. Is there any sure way to tell them apart besides their jaw line?

not in any of the books I have read - YEAH - when you see eyes in their mouth! lol
