CaribSea Arag-Alive leaking bags...

I've received 4 bags of CaribSea Arag-Alive Bahamas Oolite from a big-box outlet store. These bags are leaking. One bag is completely dry.

Is the sand still safe to use, or should it be discarded?

It’s safe unless you suspect it may have gotten contaminated through the holes?

If the sand is still wet then the bacteria, or most of it, survived. If dry then I wouldn’t consider it “live” anymore but still safe to use.
