Hello!

I have had a Carpenter's flasher wrasse for over a year now, super healthy and active.

My question is will she be ok with other Wrasse? Or how about a Mandarin Goby?

Yes to the Goby. How big is your tank? If you add other wrasse, I would use acclimation box when introducing but should be fine.
 
Another flasher will be fine, just not another carpenters.
 
If it's a larger wrasse, it may well harass the Carpenter's, even if not the same species or genus.
This has been my experience with adding a melanurus, for example.
 
mine is super mellow. One of the easiest fish Ive ever kept. Usually cruises the tank with my crescent wrasse. I think you'll be ok with another peaceful wrasse but be aware because of your tank size. Not a great deal of room for them
