Cayman Sun Setup Trouble Shooting 250W Metal Halide

Hi Fellow Reefers,
I have a 250W Cayman Sun Metal Halide / Electronic Ballast with dimmer from Hamilton. Installed it and plugged it in nothing happened? Is there a switch? Or should it just start right up after plugin?
Checked the contact inside the socket of the bulb, bulb is making contact. Any help appreciated
