I have a chocolate chip star fish that has been in my tank for the last 3 months. He has been very active up until the last two days. I noticed this morning that he had some white spots. Ideas?

Params:
Temp: 77.5
Nitrites: 0
Ammonia: 0
Nitrates: 30
PH: 8.0
Salinity: 1.023

Could be the nitrates (30). Chocolate chips are pretty hardy as starfish go, but starfish are known for being intolerant of elevated nitrate levels.
 
Humblefish that was my thought also but my nitrate levels are dropping. They were up to 50 at one point. I will test water again tomorrow to see if there are any changes.
 
Quick update. I had a spike in nitrates (over 100) but my starfish survived. He looks much better and his white areas seemed to be getting smaller. He is more active now than ever.
