Cerith snail?

I found this tiny blue and black snail. Is it a cerith snail or some sort of pest? Sorry for the picture quality.

I know it's hard sometimes to get good pictures. Sometimes it takes me 10 mins to get my phone to focus enough to get a good one lol.
