Can I use a 40 watt equivelent light bulb to sustain chaeto?

IMHO a 40 watt tungsten light bulb is too weak.

It should be fine. Chaeto will grow as long as it gets basic light. It won't grow fast but it should be fine with that lighting. You might want to run it a bit longer than your usual cycle. 20 years ago we ran fuges with a basic clip on light and a 60w bulb.
