Chaeto Not Growing

I have a 10g nano reef with some chaeto in it that has been in the tank for two months that has neither grown or died.
The tank has 2 10w CFL's on it

I rinsed it tap water before I put it in the tank because there were a lot of bristleworm a in it. Would have rinsing it in tap water cause it not to grow? It hasn't died either so?

I have my Chaeto in a refugium with a 6500k daylight bulb. I believe they need bright lighting and nutrients to grow... nitrate, phosphates. I don't think a freshwater dip should hurt it, but I'm not an expert!

I rinsed it in tap water after I got it but that was 2 months ago and it still hasn't grown a bit.

I found an LED on Amazon. I couldn't find 6500k at HD or Lowes only 5000k.
