Chaeto will not grow

So I can’t get my chaeto to grow at all. I’ve had it probably 3 months and it hasn’t changed since I got it. I’ve even started dosing chaetogro.
I had recently started turning off my protein skimmer when my refugium light turned on to see if that helped, and all that did was give me high phosphates so now I have cyano going on
