Changing out GFO

Ok so i started using a GFO reactor with BRS high capacity GFO. I started running it 2 weeks ago when my phosphates were at 48ppb (0.147) in thirteen days my phosphates has dropped to 11ppb (0.034). I just ran the test but also ran a phosphate test on the water coming out of the Reactor today and it reads 25ppb (0.077). Does this mean that it needs to be changed? Is it possible to have 0.034 in my tank but 0.077 coming out of the reactor. And i tested twice with the Hanna checker to make sure these numbers were correct.

Also because my reading is 0.034 right around where i want to be should i change out the GFO or just keep it offline for a bit and be good about feeding and water changes to keep phosphates low??
 
In my opinion no and would wait until the tank got to around 20ppb

Generally what I do is use 1/3 of what is recommended by BRS. For me that is 2 cups. When my phosphates get to 20-25ppb I change it out. This will drop it to around 10 and then will wait until it gets to around 22. Once this happens I turn up the flow and check levels the next day. If it goes up I change it. If it goes down I don't
 
One other thing about my opinion. I think it is more harmful to strip it to very low than it is to have it a little high. So my main thing is to prevent it from going too low
