Changing Rock Design

So I have my initial set up of my dry rock. I started to cycle my tank. I am realizing now that I want to change my rocks around stack them a little. Is their something like a puddly that will stick rocks together if already in tank or do I have to take out of tank and start over.

Yes, there are putties that will cure under water specifically made for what you want to do.
 
Sure there are underwater putties you can use. Just be aware to follow the instructions and not 'work' them too much underwater as they can 'muddy' the water and coat your equipment if you let the 'film' from the putty spread around too much.

I had best success using D-D Aquascape putty and turned off my skimmer as in the past it coated the inside of the cup. Tunze also makes a decent product, but it's shelf-life is very short.
Have a look at what you can get your hands on locally in a 2-part aquarium/aquascape putty and then do some online review searching.
