Changing sump on full tank??

We have a 55 gal we are updating. The guy we got it from has no shut offs. I know should have but didn't before it was full. Now we are adding a refugium/sump/ I'm thinking if we draw the water down below the overflow, it will stop running into the tank below? It's a drilled tank. Then we will add new sump/refugium and add a couple of turn offs. Am I thinking right?? I don't want to drain it if I don't have to :)
 
That should work fine. Bring the level in the tank down to stop the flow then siphon out the sump.

Sounds like a plan.
It would also be a good time to install valves or change piping.
